Zelensky signed the Multiple Citizenship Law in Ukraine

President Volodymyr Zelenskyy has signed a law that legalizes the Institute of Multiple Citizenship in Ukraine. Now, Ukrainians, under certain conditions, will officially have passports of two or more countries without loss of Ukrainian citizenship, if the other state is included in a special list approved by the Government. President Volodymyr Zelenskyy has signed a law that legalizes the Institute of Multiple Citizenship in Ukraine.

Now, Ukrainians, under certain conditions, will officially have passports of two or more countries without loss of Ukrainian citizenship, if the other state is included in a special list approved by the Government.

For the first time at the legislative level, the law regulates the concept of “multiple citizenship” – the simultaneous belonging of a person to the citizenship of several states.

That envisages new legislation

For citizens of Ukraine:

  • Recognition of the presence of foreign citizenship without the threat of loss of Ukrainian (subject to the inclusion of another state in the allowed list).

  • The right to officially obtain the citizenship of another country without the need to give up Ukrainian.

For foreigners and persons of Ukrainian origin:

  • The simplified procedure for acquiring Ukrainian citizenship for persons of Ukrainian origin.

  • New rules for foreigners who do not have Ukrainian ethnic roots.

  • The opportunity to obtain Ukrainian citizenship without abandoning existence except citizens of aggressors.

  • Simplified acquisition of citizenship for foreigners serving in the Ukrainian army.

  • Granting citizenship to persons undergoing political persecution in their countries.

Important restrictions and conditions

  • On the territory of Ukraine, a person with several passports is recognized only by a citizen of Ukraine.

  • Multiple citizenship with the aggressor state (in particular from the Russian Federation) is prohibited.

  • The law retains requirements for knowledge of Ukrainian language, history and constitution.

  • Multiple citizenship remains forbidden for civil servants and judges.

  • The mechanisms of control and loss of citizenship are provided in case of violations.

Why is it important

The law is intended to respond to demographic and security challenges, as well as to strengthen Ukraine’s connection with millions of citizens living abroad. It will also help forced displaced persons, and the parents of children born abroad to avoid the need to choose between Ukrainian and foreign citizenship.

According to the People’s Deputy Yevgeny Kravchuk, the law does not make violators of those who already have two passports, but gives the opportunity to preserve Ukrainian citizenship officially.

For ethnic Ukrainians who have not previously had Ukrainian citizenship, a simplified procedure for obtaining is provided for at least a year.

Earlier, we wrote that the Verkhovna Rada of the 16th time since the beginning of the full-scale war has continued the action of martial law and general mobilization in Ukraine. Both decisions supported more than 300 deputies.

The Verkhovna Rada temporarily stopped the signing of two resonant laws – on the reform of the management of arrested assets (“ARMA”) and the introduction of “dual citizenship”. The reason was the so -called “blocking” resolutions that did not allow the transfer of documents for the signature of the Head of State.
