This is reported by the website of the parliament. It is indicated that in order to ensure the national security of Ukraine and to prevent, detect and stop terrorist activities, a list of terrorist organizations (groups) will be formed and maintained.
The law establishes the duties of the Security Service of Ukraine regarding the formation and maintenance of the list.
The List will include terrorist organizations (groups) that carry out terrorist activities on the territory of Ukraine and/or abroad and pose a threat to the national security of Ukraine, regardless of whether or not they have the status of a legal entity, their registration by authorized bodies of Ukraine or foreign countries.
At the same time, the mechanisms for including the organization (group) in the list are established and the grounds for inclusion and exclusion to/from this list are regulated.
The inclusion/exclusion of an organization (group) to/from the List is carried out by the Anti-Terrorist Center under the Security Service of Ukraine within 3 or 15 working days based on the conclusion of the Anti-Terrorist Center under the Security Service of Ukraine, agreed with the interested state authorities and intelligence agencies of Ukraine.
It is envisaged that political parties registered in Ukraine in accordance with the law will not be included in the List.
The list of organizations will be formed publicly. Relevant information is published on the official website of the Security Service of Ukraine and on the Unified State Web Portal of Open Data.
It is expected that the approval of the law will ensure the creation of an effective algorithm for forming a public list of terrorist organizations (groups), which will strengthen the institutional capabilities of Ukraine in countering terrorist activities.
It will be recalled that in 2021 the Cabinet of Ministers approved changes to the legislation on the recognition of terrorist organizations.
