The President of Ukraine, Volodymyr Zelenskyi, signed a law that harmonizes the field of veterinary medicine and animal welfare with the standards of the European Union. The document lays a modern legal basis for reforms and helps bring Ukraine closer to European requirements in this field. On January 20, 2026, the President of Ukraine, Volodymyr Zelenskyi, signed Law No. 4718-IX, which provides for bringing legislation in the field of veterinary medicine and animal welfare into compliance with EU legal acts.

The agency noted that the document forms a modern regulatory framework for reforming the veterinary industry and the animal protection system in accordance with European standards and is another step on the way to Ukraine’s European integration. The law envisages a comprehensive update of regulation in the areas of animal health care, ensuring their well-being and controlling the circulation of veterinary medicinal products.
Among the key changes is the modernization of financing of veterinary and sanitary measures, which should increase the effectiveness of disease prevention and reduce the risks of the spread of infections. State control over the production, registration, circulation and use of veterinary drugs is also being strengthened, and licensing procedures for veterinary practice are being unified in accordance with the requirements of the law.
A separate block of norms concerns the implementation of EU animal welfare standards, in particular regarding the conditions of keeping, transporting and humane slaughter of farm animals.
The document also introduces coordinated approaches with EU countries to the regulation of veterinary medicinal products, the control of feed and feed additives, the development of biosecurity systems and epizootic surveillance, in particular with the use of digital tools.
The State Production and Consumer Service emphasized that the implementation of the law will contribute to the improvement of the quality of veterinary services, market transparency, competitiveness of Ukrainian producers and strengthening of consumer confidence in the safety of products of animal origin.
