The President of Ukraine, Volodymyr Zelenskyi, signed a law that establishes clear rules of academic integrity for students, teachers and scientists. Violations can lead to serious consequences, from a warning to expulsion or dismissal. The law provides for control over plagiarism, falsifications, unfair use of AI and other violations, it says in cards of the law on the website of the parliament.
The new law on academic integrity establishes clear rules for all participants in the educational process. It defines types of violations, including plagiarism, self-plagiarism, attribution of authorship, falsification of data, unfair use of AI results, non-independent performance of tasks and other forms of academic fraud.
The law provides for various sanctions for violations. For students, this can range from a warning and repeated performance of the work to the deprivation of a scholarship, a ban on participation in competitions, expulsion or deprivation of a scientific degree. Teachers and researchers risk restrictions in their professional activities, exclusion from collegial bodies, prohibition to manage scientific works or participate in grants and certifications, and in serious cases, dismissal.
The law also regulates violations during admission to educational institutions. If dishonesty is detected during the entrance exams, the person may be suspended from the competition, and if after enrollment, expelled.
A notification mechanism is provided for control: anyone with evidence of violations can contact the management of the institution or an authorized body, and in the case of managers – to state institutions.
The Ministry of Statistics and the Ministry of Education and Culture note that the law should improve the quality of education and science, strengthen trust in the results of studies and research, and reduce corruption in educational institutions. “This law establishes clear rules for all participants in the educational process and makes academic integrity a real norm, not a formality,” experts note.
