On November 24, President Volodymyr Zelenskyi signed Law No. 4670-IX, which improves the quality and stability of mobile Internet and communication for all Ukrainians, especially in wartime conditions.

As stated in the press service of the parliament, “the document strengthens the requirements for the quality of services: from now on, the speed of the mobile Internet is an official indicator by which the work of operators will be monitored.”
The law also improves the mechanism of national roaming: “in case of emergencies, the networks will be able to insure each other so that people stay connected even during crises or blackouts.”
Earlier, on November 4, the Verkhovna Rada adopted draft law No. 12094, which updates the rules in the field of electronic communications and brings them closer to EU standards. The main goal is “to improve the quality of the mobile Internet and make the connection more stable.”
According to the law, Ukrainians will be able to check the speed of the Internet through smartphones, and the results will be automatically sent to NKEK for prompt analysis and response to problems. The document also allows operators to build base stations in rural areas faster.
“National roaming will remain available even after the end of martial law, which will ensure communication in emergency situations,” the parliament added.
