President of Ukraine Volodymyr Zelensky signed Law No. 4345-IX on the implementation of EU norms on electronic communications.
The document creates a legal basis for Ukraine’s accession to the Unified Roming Zone of the European Union on the principle of “roaming as at home”. This was the final step in fulfilling the legislative requirements for integration into a single digital EU digital market in the field of roaming.
The National Electronic Communications Regulation Commission (NCEC) reported that Ukraine has completed its “homework” on legislative approximation to EU law.
The law extends the NCEC’s powers, in particular the regulator will be able to oblige operators to provide access to their networks to ensure effective interaction between different service providers.
The document also simplifies the interaction between Ukrainian and European mobile operators.
The next stage will be the submission of the law to the European Commission to officially evaluate its compliance with EU law. In case of positive conclusion, the European Commission may initiate a decision on mutual granting of the internal market for roaming between the EU and Ukraine.
After implementing the initiative, Ukrainians will be able to use their mobile tariffs in 27 EU countries without additional fees – even after martial law. The cost of calls, SMS and mobile Internet will not differ depending on the country of stay in the European Union.
The Verkhovna Rada approved the relevant bill No. 12150 in the second reading on April 15, 2025.
Recall that Ukraine connects to NATO aviation system. The Armed Forces of the Armed Forces will coordinate with the Allies through the digital interface.
