President of Ukraine Volodymyr Zelensky has signed a law that radically changes the system of remuneration of civil servants.

From now on, officials will be formed by a new classification of positions, which should make the public service more transparent and competitive in the labor market.
According to the law, each position at the civil service will receive a clear classification. This will compare the salaries of civil servants not in general, but by professions – for example, accountants at the civil service with the accountants of the private sector, lawyers with lawyers and more.
This approach will help the state to become a more attractive employer, as well as increase the transparency and predictability of wages.
The salary of a civil servant will consist of two parts – “constant” and “variant”. The sustainable part includes salary, service allowance (2% for each year, but not more than 30% of the salary) and rank allowance.
As early as January 1, 2026, the minimum salary may not be less than 2.5 subsistence minimums for able -bodied persons.
The variational part of the salary includes monthly and quarter premiums, which are limited to 30% and 90% according to the salary, as well as the annual evaluation premium.
In addition, the law provides for financial assistance during annual leave and financial assistance to resolve social and household issues.
The innovation is designed not only to regulate the issue of wage, but also to reduce the gap between the salaries of civil servants in different regions and structures.
For example, the salaries of employees of the Ministry of Foreign Affairs differ significantly depending on the place of work – in Kiev they are significantly lower than that of diplomats who work abroad.
We will remind, President Volodymyr Zelenskyy has called for the countries of Europe and the USA to strengthen assistance to Ukraine in connection with new threats from the Russian Federation.
We also reported that President of Ukraine Volodymyr Zelensky has appointed 23 judges to local courts and the Supreme Anti -Corruption Court. The relevant decrees No. 362/2025 – №378/2025 were signed on June 3, 2025.
