President Volodymyr Zelensky introduced the decision of the National Security and Defense Council (NSDC) on the booking of military servicemen of utility companies providing heat supply, water supply and household waste.
Decree No. 69/2025 is posted on the President’s website.
Among the proposed changes that should be taken into account – the introduction of the possibility of reservation during mobilization for the period of martial law:
“… Conscripts of business entities providing services to consumers for the supply of heat, centralized hot water supply, centralized water supply and centralized sewerage, household waste management,” the NSDC said.
At the same time, no more than 75 % of the total number of conscripts will be booked. The control over the implementation of the decision is entrusted to the NSDC secretary.
On November 15, 2024, the government decided to change the criteria for booking workers from mobilization and criteria for companies on criticality. Now the regional and sectoral criteria for the criticality of enterprises will agree with the Ministry of Defense and the Ministry of Economy.
Earlier, the Cabinet of Ministers of Ukraine decided to automatically continue the current reservations from mobilization for one month, but not longer than until February 28, 2025.
Recall that the Ministry of Economy resumed the status of criticality to enterprises for booking workers from mobilization. The ministry has already updated their status for the first seven enterprises by new criteria.
