On February 11, 2026, the President of Ukraine, Volodymyr Zelenskyi, during an online communication with the mass media, officially rejected the Kremlin’s proposal to hold bilateral talks in the capital of the Russian Federation.

The head of state emphasized that the visit of the delegation to Moscow is impossible, since it is the capital of the aggressor country, and Ukraine cannot hold a dialogue on the territory of the state that is waging war against it. Belarus was also included in the list of blocked locations due to its direct participation in a full-scale offensive in early 2022.
The Ukrainian side remains open to a diplomatic solution to the conflict, but only on neutral or partner sites. Zelensky named three priority directions for organizing meetings at the highest level: the United States, European countries (in particular, Switzerland, Austria or the Vatican) and Turkey. The president emphasized that any state that is not an ally of the aggressor can become a safe place for negotiations on a “prosperity plan” and security guarantees.
The next round of peace talks in a tripartite format (Ukraine – USA – Russian Federation) is scheduled for a week in Miami, Florida. It will be a follow-up to the January meeting in Abu Dhabi, where the parties began discussing a 20-point framework document. The key goal of the upcoming summit in the USA is to agree on the terms of the ceasefire and fix a specific date for Ukraine’s accession to the EU, which should prevent further political blackmail from the Russian Federation.
Earlier, the President of Ukraine, Volodymyr Zelenskyy, assessed the state of work on the documents to end the war and noted that the progress is still insufficient. He emphasized the importance of effective security guarantees and informed about the next steps of the negotiating team.
