President of Ukraine Volodymyr Zelensky introduced the decision of the National Security and Defense Council of August 16. Decree No. 599/2025 provides for the use of personal special economic and other restrictive measures for the developers of drones of the Russian Federation.
This was announced by the Presidential Commissioner for sanction policy Vladislav Vlasyuk.
Russia is actively embedded in unmanned technologies using artificial intelligence with an emphasis on increasing autonomy, accuracy and resistance to the means of HR, allowing you to automatically navigate, recognize and accompany goals even without the operator’s participation.
This requires modern electronic database and large computing resources, and included suppliers and developers of these technologies in the sanction package.
It is a regular sanction package against companies and organizations that are directly involved in the development of Russian unmanned technologies using artificial intelligence.
The list has been included:

Russian companies “Predatik” and “smart birds”. The first produces the Drone “Microbe 10”-a small-sized FPV-Kamikadze with electronic autopilot and an automatic capture system. The second produces UAV “Forty” with a combat load up to 3.5 kg, equipped with an optical target retention system, capable of bypassing the areas of radio -shade and obstacles of the EW.

Dongguan Standard Trading Co., Zhejiang Lianxing Machinery Co., Guangzhou Benquan Import & Export, Shenzhen Sky Bow Navigation Technology, Harbin Bin-Aueology Industry. They supply the Shakhaneda components and other drones: engines, cameras, circuits, transistors, resistors, resonators, navigation receivers and routers.

The Russian Center for Technology of Artificial Intelligence “Neurolab”, which develops and trains the SI-models for drones. Their work allows the drone to navigate, recognize and accompany goals, as well as process data from sensors. To do this, they attract significant computing resources provided by the participants of the CMI neurolab.

Center for unmanned systems and technologies (CBST) is a structure created in Russia for the development of innovations in the field of unmanned systems.
“Sanctions against these companies and organizations are of strategic importance, because they are aimed at limiting key chains in the development of Russian shock drones with elements of AI, which are capable of causing significant losses on the battlefield,” Vlasyuk said.
Earlier, President of Ukraine Volodymyr Zelensky introduced new personal and sectoral sanctions against 35 natural and legal persons related to Rosatom State Corporation and energy companies of the Russian Federation.
Recall, Ukraine Prepared Three sanctions against the Russian Federation one of them has already been applied is sanctions against captains of the Russian shadow fleet.
