President Volodymyr Zelenskyy spoke about the structure of security guarantees that Ukraine is discussing with international partners. According to him, this system consists of several key blocks that should ensure the long-term stability of the state.
Zelensky said this during a conversation with journalists in the Netherlands.
The president called bilateral security guarantees from the United States of America the most important element. Zelenskyy emphasized that Ukraine seeks to obtain commitments that essentially mirror Article 5 of the NATO charter. Currently, the parties have already moved on to discussing specific details. The President emphasized that these guarantees should be legally binding and must be supported by the US Congress in order to avoid repeating the negative experience of the Budapest Memorandum or the Minsk Agreements.
A separate block is the so-called Coalition of the Willing, which includes European countries, as well as Canada and Japan. Each of these states will show support according to their status and constitutional capabilities. Zelensky considers such broad international participation as an integral part of the general security architecture of Ukraine.
In addition to military aspects, the president highlighted economic guarantees, the main one of which is Ukraine’s accession to the European Union. Kyiv believes that the willingness of partners to support security assurances should logically be accompanied by support for EU membership. Although the exact terms and conditions of accession remain subject to further negotiations, this framework understanding is shared by a significant number of partner countries.
It will be recalled that Starmer spoke about the ready plans for the deployment of foreign troops in Ukraine.
The United States offers Ukraine legally binding security guarantees similar to Article 5 of NATO, without the need for formal entry into the Alliance.
