On February 5, President Volodymyr Zelensky put into operation a solution to the NSDC on sanctions against the shadow fleet of the Russian Federation and a number of persons and organizations involved in the export of Ukrainian cultural values.
The relevant decrees No. 67/2025 and No. 68/2025 were published on the website of the Head of State, Ukrinform reports.
According to Decree No. 68/2025, which concerns the abductors of the national heritage of Ukraine from the temporarily occupied territories, the first deputy minister of culture of the Russian Federation Sergey Obrivalin, Deputy Minister Volodymyr Osintsev, Director of the Substitute Institute of Archeology of the Russian Academy of Sciences, was the director of the Russian Academy Director of the Pushkin Museum Elizabeth Likhachev and others. A total of 55 people came under the restriction.
Decree No. 67/2025 provides for sanctions against 56 citizens of the Russian Federation and one of Iran, who are captains of the tankers of the Russian shadow fleet and person involved.
In particular, the list included the captains of the Bolero tankers Grigory Motalelenko, Cassiopeia Alexander Yurpalov, Callisto Alexander Filkin and others.
Before that, at the NSDC meeting it was decided to impose sanctions on 83 citizens who contributed to the export of Russian oil products. It was also about Russian propagandists, the secretary of the National Security and Defense Council Alexander Litvinenko said.
And on February 4, at a NSDC meeting, decisions were made on sanctions against participants in shadow financial schemes in Ukraine – oligarchs, officials, deputies.
