President Volodymyr Zelenskyy confirmed that Ukraine asked the United States for long-range Tomahawk cruise missiles in the classified part of the victory plan.
“When many countries began to support the victory plan, you can see what is happening in the media now – they said that Ukraine wants or wanted to get many missiles, such as Tomahawk, etc.,” the head of state said in an interview with representatives of the leading media of the Northern European countries .
Zelensky noted that the issue of Tomahawk missiles was confidential information between Ukraine and the White House.
“How to understand these messages? So, this means that there is nothing confidential between the partners,” the President of Ukraine noted.

On October 29, The New York Times newspaper reported that in an undisclosed addendum to the victory plan, Kyiv is asking Washington for long-range Tomahawk missiles.

On October 16, the President of Ukraine, Volodymyr Zelensky, presented in the Verkhovna Rada the details of the victory plan, which had already been presented to foreign partners. It consists of five points and three secret appendices and includes:
- Ukraine’s invitation to NATO;
- strengthening of defense;
- containment of the Russian Federation;
- strategic economic potential;
- replacement of separate military contingents of the US Army in Europe by Ukrainian units (post-war point).
According to the president, if the plan is implemented, the war in Ukraine can be ended by the end of 2025.
On October 23, The Economist reported that the victory plan was not well received in Washington. According to the publication’s source, administration representatives did not like Biden “escalation potential” of the plan.
On October 18, the coordinator of strategic communications at the National Security Council of the White House, John Kirby, said that the United States is still discussing the details of the plan for the victory of the President of Ukraine, Volodymyr Zelenskyi, but already supports such an initiative.
