This new position aims to ensure the protection of the rights of servicemen and improve their welfare. Previously, she held the position of the President’s Commissioner for the Protection of Rights, but now her goal will be the implementation of effective mechanisms for the protection of military rights in all spheres.
Reshetylova already has experience in the field of supporting the Ukrainian army, being a co-founder of the “Return Alive” fund, and has plans to create a military ombudsman’s office. The main priority will be the launch of this office for civilian control over the observance of the rights of military personnel, fighters of volunteer formations and members of the resistance movement. The office will be engaged in solving the problems of the military, considering their complaints and may carry out inspections. This step emphasizes the importance of protecting the rights of the military against the background of the current situation in the country.
In September, the Verkhovna Rada of Ukraine approved draft law No. 13266 on the creation of a new position of the Military Ombudsman. A total of 283 people’s deputies voted for the adoption of the law.
We will remind you that the government is preparing to make new changes to the budget to increase defense spending by about 300 billion hryvnias. It is about financing the army in the last 2 months of the year, and unlike previous changes to the budget, this time the government has no obvious sources of covering the new need.
Earlier, Minister of Finance Serhiy Marchenko said that despite the hope of ending the war in 2025, the state budget project for 2026 is being formed according to an alternative scenario – taking into account hostilities throughout the year.
In July 2025 until general fund the state budget of Ukraine received UAH 162.9 billion in taxes, fees and mandatory payments.
