President of Ukraine Volodymyr Zelenskyy appointed Colonel Ruslan Tsygankov as the first deputy military ombudsman. The 38-year-old native of Kherson previously headed the Main Directorate for the Protection of Servicemen’s Rights at the Ministry of Defense. Ruslan Tsygankov has extensive experience in the military and jurisprudence fields. He was one of the authors of the Law of Ukraine “On the Military Ombudsman” and actively participated in the launch of the Office of the Military Ombudsman. Since July 2025, he headed the Main Directorate for the Protection of Military Rights, which has proven itself as an effective tool for responding to violations of the rights of personnel.
As a military prosecutor, he worked in Kherson and the Zaporizhzhia region, headed a specialized prosecutor’s office in the military and defense sphere, and was also a deputy military prosecutor of the garrisons of the Southern region. During his service, he gained the reputation of a principled and systematic leader whose activities were aimed at protecting the rights of military and civilian persons.
