People’s deputy Yuriy Kisiel declared that 8 million hryvnias would be deposited into the account of the High Anti-Corruption Court. He is suspected of trying to obtain illegal benefits for voting in the Council. The amount, most likely, corresponds to the bail set by the court, they say register of declarations.
According to the declaration, Kisel transferred UAH 3.3 million on December 31, 2025, and the remaining UAH 4.7 million on January 6, 2026. The People’s Deputy is the deputy head of the “Servant of the People” faction and heads the parliamentary committee on transport and infrastructure.
In 2024, Yuriy Kisiel kept 1.6 million hryvnias and 37,000 euros in banks, and he had 60,000 euros and 60,000 dollars in cash. His wife Valentina declared 1.6 million hryvnias and 2.2 thousand euros in accounts, and 400 thousand euros and 210 thousand dollars in cash. In addition, 49.9 thousand euros, 34.5 thousand dollars and 8.5 thousand Czech crowns were kept in a foreign bank in the joint property of the spouses.
The court case concerns a systematic mechanism for obtaining “envelopes” for voting, which Kiesel allegedly used. Posting bail allows the people’s deputy to remain free until the case is completed, but the investigation continues.
Also, on Tuesday, December 30, 2025, the Higher Anti-Corruption Court chose a preventive measure for Yury Kisel, a people’s deputy from the “Servant of the People” party, in the form of bail.
For more than two years, NABU detectives have been secretly eavesdropping on People’s Deputy from “Servant of the People” Yury Kisel. He is a close friend of Kvartal 95 co-founder Serhiy Shefir.
