In Ukraine, the “Winter Support” program has been officially introduced, which provides for the payment of a one-time financial aid in the amount of 1,000 hryvnias. Funds will be credited to special “National Cashback” cards or to “Ukrposhta” accounts.
The program, initiated by President Volodymyr Zelenskyi, aims to ease the burden on the budgets of Ukrainians during the winter period, in particular for the payment of utility services or the purchase of necessary goods.
Automatic payment of 1,000 hryvnias will begin on November 18 for pensioners and persons receiving social benefits through Ukrposhta.
Other Ukrainians who receive a pension on a bank card can submit an application to the Ukrposhta branch until December 24, 2025. The funds will need to be used by June 30, 2026, which allows them to be spent on Ukrainian-made products, communal services, medicines and other needs.
The “Winter Support” program is an element of a complex initiative implemented by the government on the instructions of the president. It also includes:

additional payments of UAH 6,500 for vulnerable categories;

free tickets under the “3000 kilometers” program from “Ukrzaliznytsia”;

fixed prices for gas and electricity;

housing subsidies;
-
support of residents of the frontline regions;

assistance to IDPs during the heating season.
In general, it is expected that the program will reach about 10 million Ukrainians, who will be able to receive this financial support during the difficult winter period. All measures of the initiative are designed to strengthen social support and help people cope with economic challenges.
The government is launching the “Winter Support” program, within which all citizens of Ukraine who are in the controlled territory, will be able to receive a one-time payment in the amount of UAH 1,000.
