Documents on the implementation of the program were submitted by 88 higher education institutions, of which 78 are in the sphere of administration of the Ministry of Education and Science of Ukraine,” said Trofymenko.

According to him, part of the universities organized training in a distance format – in accordance with the recommendations of the Ministry of Education and Culture regarding the organization of the educational process in the current conditions. Private and communal institutions also joined the initiative. The final list of universities will be published on the website of the Ministry of Education and Science after the completion of all constituent documents.

As reported by Ukrinform, the Cabinet of Ministers approved the “winter entry” policy initiated by the President of Ukraine. “Winter admission” is designed to reduce educational losses, help entrants prepare more safely for NMT and determine the future trajectory of education in advance.

The state pays for the education of certain categories of citizens, including residents of temporarily occupied territories, military personnel and veterans. For other categories, training will be paid.

The zero course includes an established set of subjects – Ukrainian language, mathematics, history of Ukraine and one optional subject – with a minimum volume of 90 classroom hours for each. The format and cost of education can be full-time, distance learning or mixed.

As a reminder, in 2026, entrants will not take the state final certification (DPA), which is also not provided for at other levels of education.

NMT results, folded in 2023, 2024 and 2025, remain valid and can be used for admission in 2026.

We will remind, the Ministry of Education and Science of Ukraine is planning create a zero course for applicants who have not passed the national multi-subject test.
