Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov is considered one of the main contenders for the position of head of the Office of the President of Ukraine.
It is known that before being appointed to the post of minister, Fedorov worked as a freelance advisor to the president in the digital direction.
Mykhailo Fedorov was born on January 21, 1991 in Vasylivka, Zaporizhzhia region.
Studied at the Zaporizhia National University at the Faculty of Sociology and Management (2009–2014). During his student years, he was the “student mayor” of Zaporizhzhia and implemented a number of youth and social projects.
Subsequently, he studied at the Higher School of Politics, the Educational School of NATO Representatives and completed the program on digital transformation strategy at the Yale School of Management.
In 2013, Fedorov created the SMMSTUDIO digital agency, which worked with major Ukrainian clients, including Kvartal-95 projects. In parallel, he developed IT initiatives, held educational courses and joined social projects.
In 2014, he ran for the Verkhovna Rada from the “5.10” party. In 2018, he became the operations director of the “Supermen” project, and at the end of the same year he headed the digital direction of the election campaign of the presidential candidate Volodymyr Zelenskyi.
On May 21, 2019, Fedorov became a freelance adviser to the president in the digital direction. In the parliamentary elections, he was elected deputy of the 9th convocation from “Servant of the People”, and already on August 29, 2019, he was appointed deputy prime minister and minister of digital transformation.
Fedorov was part of the governments of Oleksiy Honcharuk, Denys Shmyhal and Yulia Svyridenko. He became the youngest minister in the history of Ukraine and one of the initiators of the “state in a smartphone” concept.
Services and projects were launched under his leadership: “Diya”, “Diya.City”, “Diya.Business”, “Diya.Osvita”, “eMalyatko”, “eDopomoga”, internet subsidy, digital COVID certificates, network of modern TsNAPs. The Ministry of Digital has created the CDTO system in the authorities, developed digital registers, fought against corruption schemes and implemented programs to support business and the IT sector.
After the full-scale invasion of the Russian Federation, Fedorov and the Ministry of Digitization expanded the functionality of “Actions”, launched eDocument, eRecovery and services for receiving help. He became one of the co-founders of the UNITED24 platform and the initiator of the “Army of Drones” projects and the Brave1 defense hub.
At his request to Elon Musk, Ukraine received tens of thousands of Starlink terminals, which provided critical communication for the army and infrastructure. Also, the Ministry of Digitization moved more than a hundred state registers abroad, formed an IT army and launched the “eVorog” chatbot.
In 2023, Fedorov received an additional block — innovation, education, science and technology, and together with the Ministry of Education and Science developed a comprehensive strategy for the transformation of education.
After the formation of Yulia Svyridenko’s government in 2025, Fedorov retained his position and was appointed First Deputy Prime Minister.
According to the sources, several members of the Cabinet of Ministers are being considered among the candidates for the position of the head of the President’s Office, in particular First Deputy Prime Minister Mykhailo Fedorov and Defense Minister Denys Shmyhal.
Today, December 5, the government can announce the name of the new head of the Office of the President of Ukraine.
