“While you are at war with the ‘anti-corruption hysteria’, the country risks losing education and its future

Oleksiy Shevchuk, the head of the National Association of Lobbyists of Ukraine, critically assesses the wave of so-called “anti-corruption hysteria” that has recently dominated Ukrainian media and social networks. In his opinion, the excessive concentration of public attention on corruption scandals distracts the country from strategically important areas of development. Oleksiy Shevchuk, head of the National Association of Lobbyists of Ukraine, critically assesses the wave of so-called “anti-corruption hysteria” that has dominated the Ukrainian media and social networks lately. In his opinion, the excessive concentration of public attention on corruption scandals distracts the country from strategically important areas of development.

He told about this in an interview with Interfax-Ukraine.

“The world has been moving forward for a long time and lives by other categories – intelligence, technologies, standards, property protection. If we continue to be stuck in constant fear of corruption, we will simply lose the future instead of building it,” Shevchuk emphasizes.

According to him, the key to the real strength of Ukraine lies in a completely different plane: in the development of intellectual property, defense economy, artificial intelligence and digital markets. These areas are today the breakthrough points, where the country can not only catch up, but also set the pace.

Shevchuk emphasizes that the fight against corruption remains important, but it should not be the only focus of the state and society. “If we keep looking only at the old problems under our feet, we will never see the horizon where our true potential is being formed,” he summarizes.

– You start this interview with a rather unusual metaphor – the year of the “dark horse”. Why such an allegory?

Shevchuk calls the coming period “the year of the dark horse” – a metaphor that, according to him, most accurately reflects the current state of the country. The main task for Ukraine is to choose the right course and stick to it, not allowing the system to break down along the way.

Shevchuk draws a parallel between the state, big business and the legal community, comparing them to a single herd. If there is an element in this system that degrades or pulls everyone back, it cannot be preserved simply out of inertia or compassion. Such “dead weight” sooner or later begins to harm everyone.

According to him, Ukraine is in a difficult post-crisis state: the fourth year of a full-scale war, limited resources, an economy on the verge of endurance and a complete lack of the right to make a mistake. The next year will be difficult and will require a cold calculation without illusions.

The legal and business market in Ukraine is already undergoing a severe transformation. According to experts, there is no more time for experiments – decisions are made quickly, and the market is structured under the pressure of the reality of war and limited resources. The legal sphere is traditionally one of the first to react, because it is through the law that key economic and social challenges pass.

One of the most popular was the practice of legal support for military personnel. It covers issues of compensation, rehabilitation, obtaining the status of UBD, disputes with state bodies and international lawsuits against the aggressor country. This is no longer a narrow social niche, but a full-fledged and promising legal field with Ukrainian cases reaching the level of international courts.

At the same time, the demand for protection of honor, dignity and business reputation is growing. In the conditions of information warfare, the name of a person or business turns into a key asset, which without legal protection can be destroyed publicly and instantly.

Only those who are able to make quick decisions, take responsibility and move forward even under conditions of uncertainty will be able to hold on.

That is why the “dark horse” is becoming a symbol of the times – there are many unknowns ahead, and only the hardy, smart and strategic thinkers will overcome the final distance.

Today, strong legal teams win not by the volume of paper cases, but by technology. Digital evidence, data analytics, working with anonymous networks, synchronous forensic and information strategies are becoming standard. Law has long since moved beyond the courtroom and operates simultaneously in the courts, media and digital space.

It plays a special role artificial intelligence. In the EU, its use is already regulated, while in Ukraine the legal and ethical framework is only being formed. The expert warns that AI is a powerful tool, but without human control, it creates risks of professional errors. It is expected that 2026 will be a turning point due to the harmonization of Ukrainian legislation with EU law.

Social networks and messengers also cease to be a “gray zone”. They are gradually entering the legal field with clear rules of responsibility for content, child protection, digital identity and intellectual property.

Experts call defense technologies and intellectual property the key economic driver of Ukraine’s future. With the right legal strategy, military and dual technology can turn into a global commodity and billion-dollar export. It is the combination of science, lobbying and law that should make the country’s technological potential a real tool for economic growth.

The National Association of Lobbyists of Ukraine is implementing the institution of an anti-corruption commissioner.
