According to him, three main scenarios are currently under consideration — optimistic, realistic and negative. For each of them, the people’s deputy emphasized, the state has a clear action plan. The optimistic scenario, according to Kitsak, involves an end to attacks on critical infrastructure. In this case, energy workers will be able to focus on restoring damaged objects and stabilizing the system.

At the same time, the deputy admits that such a development is unlikely. He calls the second scenario much closer to reality. “There is a more realistic scenario: that sooner or later Russia will launch a series of attacks again,” Kitsak noted.

In this case, the restoration of energy facilities will be constantly complicated, and the general situation in the energy system will remain tense. It is about possible power outages, additional restrictions and increased network load.

The most threatening, according to the deputy, is the third – negative scenario. It envisages targeted destruction of generating capacities by Russia by the end of winter. In the event of such a development, large cities, in particular Kyiv, may face critical problems in functioning. “During the worst-case scenario, there may be evacuation of the population from residential areas, network outages, and a number of other complex consequences,” Kitsak explained.

He emphasized that this is why the authorities and specialized services should be ready for any of the options. According to him, the key issue remains the protection of energy facilities, quick repair and clear communication with the population in case of worsening of the situation.
