On Wednesday, November 13, the Supreme Council of Justice temporarily suspended the judge of the District Administrative Court of Kyiv, Pavlo Vovka. This was reported on the VRP website.
The VRP also filed a motion to dismiss the head of the Ukrainian National Assembly. In addition, the disciplinary chamber of the VRP continued the consideration of the case after a break caused by technical problems.
According to the Anti-Corruption Center, Judge Fedorchuk of the OASK took part in the meeting, who testified against Judge Vovka. Also, a member of the VRP Oleg Kanzyuba claimed that the behavior of Vovka “defames the title of a judge and undermines trust in the judiciary.”

Judge Vovka’s case – what is known
On December 13, 2022, the Verkhovna Rada supported the decision to liquidate OASK with 310 votes. With another draft law, the people’s deputies created the Kyiv City District Administrative Court. President Volodymyr Zelenskyy submitted a draft law on the liquidation of OASK to the parliament in April 2021.
The OASK considered the decision illegal and claim that “Ukrainians will actually be deprived of access to justice.”
On December 9, 2022, on International Anti-Corruption Day, the United States imposed sanctions against the head of the Kyiv District Administrative Court, Pavlo Vovka, and two of his closest family members.
According to NABU, Vovk and the judges under his control made custom decisions in their own interests and in the interests of political elites and business circles.
The investigation believes that the head of the OASK was in charge “criminal organization”, the purpose of which was “seizing state power, establishing control over the High Qualification Commission of Judges of Ukraine, the High Council of Justice and creating artificial obstacles in their work.” In June 2022, the indictment was submitted to the court.
