The President of Ukraine signed the bill on Monday, November 18.
The new changes provide for the possibility of participating in meetings of the MSEC online, which will reduce the cost of time and money for patients.
At the same time, personal presence to establish disability will no longer be mandatory, because the analysis of medical documents will be sufficient. The conclusions of the MSEC will be entered into the electronic health care system (EHS) to simplify doctors’ access to data, improve transparency and speed up procedures.
The Cabinet of Ministers will determine the terms for decision-making by commissions, as well as develop a list of grounds for remote, absentee or on-site consideration of cases. Separately, a list of gross violations will be created, for which MSEK members will be temporarily removed from work.
Medical and social expert commissions will be liquidated in Ukraine by the end of the year. Instead, they will create a mechanism that can be passed in absentia, said Prime Minister Denys Shmyhal.
Recently, the Cabinet of Ministers adopted a resolution on some issues of the introduction of assessment of the daily functioning of a person, which defines a new procedure for conducting the assessment, replacing the process of medical and social examination (MSEK). The changes will take effect on January 1, 2025.
