In negotiations in Saudi Arabia, the parties agreed to guarantee safe navigation in the Black Sea, without the use of force and commercial vessels for military purposes. He noted the key results:
- All parties have agreed to provide safe navigation (navigation), stop the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.
- All parties have agreed to implement the presidents’ agreements on a complete ban on the energy infrastructure of Ukraine and Russia.
- All parties welcome the involvement of third countries in order to support the implementation of energy and maritime agreements.
- All parties will continue to work on achieving sustainable and prolonged peace.
- The United States confirmed their support in helping the exchange of prisoners of war, the dismissal of civilian detainees and the return of forcibly exported Ukrainian children.

The Ukrainian side emphasizes that the movement of its military ships beyond the eastern part of the Black Sea will be considered a violation of the spirit of this arrangement and will be considered as a violation of obligations to ensure the freedom of navigation in the Black Sea and the threat to Ukraine’s national security. In this case, Ukraine will have the right to exercise the right to self -defense. For effective implementation of arrangements, it is important to carry out additional technical consultations as soon as possible to reconcile all details and technical aspects of implementation, monitoring and control of arrangements, ”Umerov said.
