On March 25, 2025, MPs supported the first reading of the Bill No. 13018-D on financial inclusion.
This document provides for the provision of a limited banking license by Ukrposhta, which will allow the national postal operator to provide banking services in frontline and liberated territories.
The bill introduces the concept of “financial inclusion bank” – a new type of banking institution aimed at servicing customers that have limited access to financial services.
This applies to residents of remote areas, socially vulnerable groups and micro -enterprises in areas close to hostilities.
Igor Smilyansky, the head of Ukrposhta, declared his readiness to quickly deploy a network of such bank across the country, providing access to banking services even in the most remote corners of Ukraine.
It is important to note that financial inclusion banks will have some restrictions. They will only be able to serve individuals, small businesses with an annual income of up to 5 million euros, public and charitable organizations, as well as public authorities and local self -government.
In addition, such banks will not be able to conduct transactions in the capital markets, and the amount of loans to one borrower will be limited.
In parallel with obtaining a banking license, UkrPoshta plans to expand its financial capabilities through the acquisition of Pinbank shares.
This decision, made by the Cabinet of Ministers in early 2025, will allow the national postal operator to use the assets of a bank previously due to the Russian oligarch, in favor of Ukrainian citizens.
Smilyansky emphasizes that this decision will not only save considerable funds to the state, but also bring Ukraine closer to the level of financial inclusion of developed countries.
We will remind, the postal operator “UkrPoshta” announced the beginning of a strategic partnership with Chinese Temu marketplaces.
We also reported that by next Monday, February 3, UkrPoshta will complete the transition to the processing of parcels in an automated format.
