This targeted assistance is intended for single pensioners, people with limited mobility and people in difficult life circumstances who will suffer the most from interruptions in heating and electricity during the severe frosts in February 2026. The kits will be delivered directly to communities where the destruction of heat and energy supply networks as a result of Russian missile and drone strikes is the most critical.
The “Warm Pack” includes essential items for survival in cold rooms, including warm blankets, blankets, thermal blankets and energy-saving lamps. In addition to means for heating, the kits contain basic hygiene items and devices for maintaining communication and recharging vital medical devices in conditions of prolonged power outages. Previously, the initiative, introduced by the Cabinet of Ministers and Naftogaz, was supported by other energy giants — Energoatom and Ukrhydroenergo, which made it possible to expand the geography of aid from Kyiv and the region to the entire country.
The first 10,000 “Packages of heat” formed by Naftogaz Group have already been received by residents of Darnytskyi, Dniprovskyi and Desnyanskyi districts of Kyiv, as well as Brovary and Boryspil of Kyiv region.
The authorities will scale up the Heat Package program. According to the president, at least 30,000 such packages will be distributed in the coming days in the regions where the situation is the most difficult.
