The import of goods through international postal shipments in January-September 2025 could reach about 4.5 billion dollars.
This is more than the volumes for the entire year 2024. The National Bank gave this assessment in response to the request.
The NBU noted that the data on the import of parcels comes from the customs service, but the statistics do not distinguish what part of such shipments comes without paying customs duties and VAT. At the same time, the regulator assumes that the majority of parcels are imported precisely in the duty-free regime, since the current legislation allows not to pay taxes with a value of up to 150 euros.
The National Bank confirmed that it supports the cancellation of the exemption for the duty-free import of parcels. There, they believe that the initiative to introduce duties and taxes on international shipments can reduce the outflow of foreign currency, improve the indicators of the balance of payments and increase budget revenues.
At the same time, the regulator emphasizes that the decision to change the rules should be made by the government and the Verkhovna Rada, because the NBU itself cannot initiate the cancellation of the relevant benefit.
