In the third week after the New Year, Ukrainians entered Ukraine more often than left it. Passenger traffic across the state border from January 17 to 23 decreased by 13.3% to 419,000 people.

The number of border crossings for departure from Ukraine decreased to 205,000 against 235,000 a week earlier, while for entry – to 214,000 from 248,000. Thus, the flow of entry once again exceeded the flow of departure.
The number of vehicles that crossed the border remained at 109,000 for the third week in a row. At the same time, the number of vehicles with humanitarian cargo increased to 450 from 394.
As of 18:00 on Saturday, queues on the western border were recorded only at one checkpoint – “Ustylug” on the border with Poland, where 20 cars were waiting.
The total number of border crossings this week was lower than last year. During the same period last year, 220,000 people left Ukraine and 233,000 entered, and the number of vehicles was 119,000.
According to the DPSU data, during the second year of the full-scale war, the number of exit border crossings exceeded the number of entry crossings by 25,000, in the third year – by 187,000, and since the beginning of the fourth year – by 173,000.
In the July inflation report, the National Bank worsened the migration forecast, expecting a net outflow from Ukraine of 0.2 million people in 2026. According to the NBU, a net return of migrants is possible only from 2027. The National Bank estimates the number of Ukrainians currently abroad at approximately 5.8 million.
According to the updated data of the UNHCR, as of January 16, 2026, the number of Ukrainian refugees in Europe was 5.349 million, and the total in the world was 5.898 million. In Ukraine, according to the UN data for July, the number of internally displaced persons decreased to 3.340 million.
