This situation, along with a shortage of municipal housing and a difficult rental market, has led to severe economic hardship for many Ukrainians.
According to UN estimates, about 10.6 million Ukrainians have left their homes because of the war, with two-thirds of the 3.7 million remaining in the country having trouble paying for housing.
Their reliance on the rental market often results in spending 50% or more of income on housing, depleting family savings.
In this regard, the provision of housing for internally displaced persons remains a priority for IOM, which plans to implement support programs that include training in new skills and job search.
In the draft state budget of Ukraine for 2026, UAH 15.8 billion is provided for the financing of the “eOsel” program, as well as funds for housing compensation for veterans and internally displaced persons.
