In May compared to February 2025, the situation did not change. Thus, 52% of Ukrainians strongly against any territorial concessions (in February 2025 – 50%).
Ready to accept certain territorial losses – 38% (in February 2025 – 39%).

Sociologists have shown how the specification of “territorial losses” affects the results of the survey.
Therefore, if we are officially recognized by individual territories in part of Russia, the vast majority (68%) will be opposed. Ready to accept – 24% (we note that we talk about “individual territories” and not all occupied territories; depending on the territories can be significant differentiation).
Also, the vast majority – 78% – reject the transfer of territories controlled by Ukraine. Ready to accept – only 15%.
The only option where at least there is a space for discussions is the de facto recognition of Russia’s control without recognition of de jure. Even in this case, 43% are ready to accept, and categorically against – 48%.

“However, as other KIIS polls showed, if the peace plan includes security guarantees and other important components for the future, without enthusiasm, but more than half can accept such a scenario of end of the war,” the statement said.
Thus, from the point of view of public opinion, any option that will include official recognition of Ukrainian territories by part of Russia or, moreover, transfer to the control of Russia’s unocal territories will be rejected.
“However, Ukrainians retain healthy flexibility and even in the context of territorial control are ready to discuss a compromise variant of recognition de facto control of Russia without its recognition de jure,” sociologists add.
The Kyiv International Institute of Sociology (KIIS) conducted a survey among 1011 respondents during May 15 – June 3, 2025.
