Young Ukrainians who turned 18 in 2024–2026 can receive a special social security payment of almost 1,000 hryvnias. The funds will be transferred to a virtual card through the Diya application and are intended for the purchase of books in the Ukrainian language. The program also works for those who are abroad, the main thing is to have a Ukrainian passport, writes the Ministry of Culture.
In Ukraine, the “eKnyga” program operates, which allows young people to receive 908 hryvnias for the purchase of paper, electronic or audio books. Support is available to Ukrainians who turned 18 in 2024-2026, and the money will go to a special virtual card of one of the partner banks. “The main thing is to have a Ukrainian passport, an ID card or a foreign passport to use the program,” the Ministry of Culture says.
You can apply completely online:
- Download the Action app;
- Select the “eBook” service in the menu;
- Apply for funds;
- Open a virtual card in one of the partner banks;
- After the application is approved, the money will arrive on the card within a few days.
Funds must be spent within three months after enrollment on the card. If the money remains unused, it will return to the Ukrainian Book Institute.
Payment is possible only in bookstores participating in the program, the list of which is published on the official websites of Action and the Book Institute. Payment is made without cash – via a smartphone (NFC) in a store or online using card details.
In addition to the “eBook”, Ukrainians had the opportunity to issue a “thousand of Zelenskyi” in December 2025. These funds are allowed to be spent in 14 stores and online markets, including NOVUS, Auchan, Rozetka, and on books and printed products in bookstores with the corresponding MSS code.
In 2026, the government provided another social payment — 2,000 hryvnias for Ukrainians over 40 years old as part of the “Health Screening 40+” program for preventive medical examinations.
The programs make it easier to get help and make it available even for Ukrainians abroad, allowing to support the cultural and educational component of young people’s lives.
