Ukrainian Government Approves Procurement of Defense Equipment for Critical Infrastructure

The Ukrainian Cabinet has authorized companies to purchase electronic warfare (EW) systems and air defense equipment, according to Energy Minister Denys Shmyhal.

Shmyhal confirmed that the government has passed a resolution allowing both private and state-owned enterprises to acquire necessary equipment to enhance the protection of critical infrastructure, including energy facilities. He stated,

“The government has approved a resolution regarding the procurement of EW systems and air defense systems.”

These systems are intended for active defense of various critical infrastructure sites. Employees of these companies, who have undergone the appropriate training, will operate the equipment. Shmyhal emphasized that the Ministry of Defense will license this activity.

During the state of martial law, companies that procure this equipment will become part of the country’s air defense system and will coordinate their efforts with the Air Command. Shmyhal explained,

“This is not an independent operation; EW and air defense systems will function under the full coordination of the relevant Air Command of the Armed Forces.”

When asked about the accountability of these companies to the Armed Forces, Shmyhal affirmed their responsibility. He noted,

“They procure and account for the relevant systems, train their employees, and then operate in coordination with the appropriate regional or higher command, depending on the system’s level.”

The minister highlighted that the provisions for this initiative are included in the resolution. He mentioned that the government is currently working with state companies, which have now been granted the ability to purchase and install EW systems as a basic form of protection. Shmyhal added,

“We are working to expand this protection for companies further.”

The Ukrainian government has approved a resolution allowing companies to procure electronic warfare and air defense systems to enhance the protection of critical infrastructure. This initiative aims to integrate private and state-owned enterprises into the national air defense framework during martial law.
