At the same time, Ukraine is actively preparing for the opening of all negotiating clusters and strengthening its defense capabilities. Zhovkva emphasized that Ukraine is demonstrating a high pace of preparation for joining the EU. Already in the first half of this year, the country will be fully ready for the opening of all negotiating clusters. “Membership of Ukraine in the European Union is the basis of future security guarantees for Ukraine and the whole of Europe. That is why we need a clear political decision regarding Ukraine’s membership already in 2027,” the deputy head of the OP emphasized.
Defense cooperation was also discussed during the meeting. Zhovkva noted that Ukraine needs additional missiles for air defense systems to defend against Russian attacks. Separately, he drew attention to the PURL initiative, thanks to which Ukraine purchases missiles from the USA. 24 countries have already joined the program, and the total contribution is 5 billion dollars. At the same time, Ukraine’s needs for this year within PURL reach 15 billion dollars.
Preparations for the Rammstein-style meeting scheduled for February 12 and cooperation within the framework of the SAFE instrument were also discussed. Potential joint projects are estimated at approximately 5.2 billion euros. Zhovkva offered the partners to increase the share of joint production financing: “We believe that the share of SAFE funds for joint production should be at least 10% of the contribution of each member state. This will make it possible to fully use the potential of the Ukrainian defense industry and strengthen the defense capabilities of both Ukraine and the European Union.”
All this demonstrates that Ukraine is moving towards EU membership in a systematic and comprehensive manner — simultaneously strengthening security, preparing for negotiations and strengthening the defense industry. The political decision of the European Union in 2027 will be a key signal of support and a guarantee of stability for the country in the future.
