After the meeting of the European Council in Brussels on December 18, 2025, the President of Ukraine, Volodymyr Zelenskyy, held a press conference, where he frankly spoke about the complex aspects of relations with the United States regarding Ukraine’s membership in NATO.
The head of state emphasized the stability of the Euro-Atlantic course, despite the skepticism of some partners, EP writes.
One of the most resonant moments of the speech was the president’s recollection of conversations with Joe Biden even before the start of the full-scale invasion. Zelensky shared that he directly asked his American colleague about the prospects of the Alliance, to which he received a clear refusal: “No, you will not be in NATO.” The president added that he continued to raise this issue at every opportunity, although it was already received with a smile in the White House. Zelensky emphasized that he had never been presented with substantive arguments against it, so he called on partners to honestly name the countries that are blocking this process, hinting at a hidden “veto” on the part of Russia.
Despite these challenges, Ukraine’s position on the Basic Law remains steadfast. Volodymyr Zelenskyi said that he does not see the need to change the Constitution, which enshrines the desire for NATO membership. He emphasized that only the Ukrainian people can initiate such changes, not external players, and definitely not the Russian Federation. According to the president, NATO remains the best guarantee of security for the state, although Kyiv shows readiness to discuss alternative “legally binding” guarantees as a temporary compromise to end the war.
We will remind that the USA promises Ukraine security guarantees similar to the 5th article of NATO. However, there have been hints in Washington that a deal must be agreed before Christmas, or subsequent terms may be less favorable.
The leader of the far-right Freedom Party (PVV) in the Netherlands, Geert Wilders, said that Ukraine should not become a member of either the European Union or NATO.
