NATO countries could directly finance the Armed Forces of Ukraine, giving it a share of its GDP.
This new format of support for the Armed Forces was offered by Ukraine at meetings of the G7 financial bloc in Canada, the Minister of Finance of Ukraine Sergey Marchenko said. According to him, in Canada, there were rich negotiations with the ministers of several partners’ finances, the IMF management, and the discussion of Ukraine’s restoration and investment potential with Canada’s business. He stressed that the G7 session was clearly signals to continue Ukraine support.
“The key topic that was raised with partners is the ways of meeting the financial needs of Ukraine for 2026,” Marchenko said.
According to the Minister, there is currently dialogue about the possibility of integration of Ukrainian military potential into the defense system of Europe.
“I am sure that such a decision has a number of strategic advantages for Ukraine, including maintaining financial stability in 2026, and for the EU – to protect against potential Russian aggression. After all, the Ukrainian army has all the necessary experience for this, ”he explained.
Marchenko explained that Ukraine offers:
- Partners’ involvement in financing the Ukrainian Armed Forces,
- Integration of the Ukrainian army into the defense system of Europe.
“Costs for providing Ukrainian Armed Forces for Europe’s security will be a small proportion of EU GDP. It can be divided between countries that are ready to join the initiative and is included in the calculation of defense expenses in accordance with the obligations of these countries before NATO, ”the minister explained.
According to Marchenko, given the military risks, Europe is already looking for ways to strengthen defense, in particular by increasing the number of military personnel.
“But building such potential will take years and considerable resources. Integration of the Ukrainian Armed Forces is an effective solution that has economic benefits for partner countries, ”he stressed.
The Minister informed that he stressed that Ukraine’s support is an investment in the stability of Europe, but a strengthening of defense capability was not a political choice, but an urgent need.
“It is necessary to act today to be strong in the future. We continue to work with partners to ensure a just and sustained peace for Ukraine, ”Marchenko summed up.
