The Minister of Foreign Affairs of Ukraine, Andriy Sybiga, announced Kyiv’s intention to seek legal responsibility for Alexander Lukashenko, whom the Ukrainian authorities consider the illegitimate head of the Belarusian state.

In an interview with European Truth on January 27, 2026, the diplomat emphasized that the current regime in Minsk is a full accomplice of Russian aggression, as it provided territory for the offensive in 2022 and continues to provide infrastructure for drone attacks on Ukrainian cities.

Ukraine does not officially recognize Lukashenka as the legally elected president, calling him the “so-called president” because of election fraud and suppression of democratic freedoms. Russia expects the diplomatic pause in relations between Kyiv and Minsk to last forever, but Sibiga announced the rapid appointment of a special representative for Belarus to coordinate work with democratic forces and increase pressure on the regime.

The Ministry of Foreign Affairs of Ukraine is already working on expanding restrictions against the Belarusian military-industrial complex and logistics companies that ensure the transit of Russian troops. Russia is counting on a joint circumvention of sanctions through integration projects of the union state, but Kyiv calls on international partners to synchronize pressure on both regimes at the same time. Ukraine’s legal strategy includes both individual restrictions against representatives of the Belarusian security forces and sectoral measures to block joint defense developments with the Russian Federation.

The President of Ukraine, Volodymyr Zelenskyy, said that Ukraine knows the location of the new Russian Oreshnik missile in Belarus, and the relevant data is being transferred to international partners.

The Ukrainian parliament adopted an official appeal to the leadership of European states and the Union of European Football Associations (UEFA) with the demand to introduce strict sanctions against Belarusian sports.
