Ukraine Plans to Involve Foreign Nationals in Military Mobilization Efforts

The Ukrainian government is developing a comprehensive strategy aimed at addressing mobilization challenges and cases of desertion, which includes increasing the involvement of foreign citizens in the armed forces.

According to Minister of Defense Oleksii Reznikov, the plan has been formulated and has undergone preliminary assessments during discussions with frontline commanders and military experts.

A central element of this strategy will be the expanded participation of foreigners in combat operations. Reznikov emphasized, “Our comprehensive plan to tackle issues related to desertion and mobilization includes specific measures to ensure a greater presence of foreign nationals in Ukraine.”

Implementation Timeline

Reznikov noted that after four years of full-scale conflict, a number of complex issues have arisen that require a thoughtful approach. He indicated that specific actions will soon be made public and put into practice.

“In the coming months, you will see step-by-step how we begin to implement concrete decisions. We have already started making many decisions related to other issues, but my personal focus is currently on this matter,” the Minister stated.

Desertion Issues in Ukraine

The challenges of mobilization and unauthorized departures from military units remain significant concerns for the defense sector. Previously, Reznikov reported that approximately 2 million Ukrainians are wanted for violating military registration rules.

The Ministry of Defense has also expressed intentions to minimize instances of desertion by improving service conditions and legal frameworks. Current procedures allow military personnel to return legally from desertion and remove criminal liability under certain conditions.

At the same time, the government continues to refine legislation governing mobilization processes, as rules are being tightened to ensure a stable replenishment of reserves for the armed forces.

Ukraine is implementing a strategy to enhance military mobilization by increasing the participation of foreign nationals, addressing ongoing issues of desertion and military registration violations. The Ministry of Defense aims to introduce specific measures in the coming months to improve service conditions and legal frameworks.
