Ukraine Plans Reforms for Military Service Contracts

Pavlo Palisa, the Deputy Head of the Office of the President of Ukraine, announced that clear service terms are being prepared for all military personnel, including provisions for deferment after contract completion.

According to Palisa, individuals who have already been mobilized will also be able to sign these contracts. This initiative aims to facilitate the country’s transition to a contract-based military system.

“Contracts can be signed by mobilized citizens of Ukraine to establish clear service terms and ensure a smooth transition from a mobilized army to a contractual one,”

Palisa stated.

He further commented on potential deferments within these contracts, noting that the former Minister of Defense had developed a draft law that was previously submitted to the Verkhovna Rada regarding new contracts.

Palisa added that the current Minister of Defense, Mykhailo Fedorov, has taken time for further refinements, and a new draft is expected soon.

“The requests for service terms are understandable, and we will attempt to implement them through contracts,”

Palisa concluded.

In a related development, MP Fedor Venislavsky recently indicated that Ukraine is preparing to change its mobilization strategies, which will involve broader recruitment of contract servicemen and gradual adjustments to existing procedures. He suggested that new regulations may be introduced in the coming months.

Additionally, Minister of Defense Mykhailo Fedorov announced ongoing efforts to reform mobilization comprehensively. This includes proposals aimed at addressing long-standing issues.

Fedorov also mentioned that a plan is being developed to tackle mobilization challenges and the State Border Guard Service (SBGS) issues. Among the ideas is the more active recruitment of foreign nationals into the Armed Forces of Ukraine.

Ukraine is working on reforms to establish clearer service terms for military personnel, including contract options for mobilized individuals. These changes aim to transition to a contract-based military system and address existing mobilization challenges.
