Ukraine Offers to Halt Strikes on Russian Oil Infrastructure in Exchange for Energy Ceasefire

Ukrainian President Volodymyr Zelensky stated on April 6 that Ukraine is willing to refrain from attacking Russian oil refining and export infrastructure if Russia ceases its strikes on Ukraine’s energy sector. In a video address, Zelensky emphasized the effectiveness of Ukraine’s long-range sanctions, which he claims significantly reduce Russian revenue, particularly from oil.

He noted, “Our long-range sanctions continue to work very effectively and genuinely reduce Russian income. This is especially true for oil revenues, which are crucial in limiting Russia’s capacity to prolong the war. Only substantial financial losses will compel Russia to consider a scenario for exiting the conflict.” Zelensky pointed out that the current oil market is in crisis due to unresolved issues surrounding Iran, allowing countries like Russia to potentially earn more.

Zelensky expressed gratitude to Ukrainian military forces for their precision and acknowledged international partners for their continued pressure through sanctions, tanker stoppages, and restrictions on modern equipment supplies to Russia. He remarked, “Everything the Russians can earn from shock oil prices will be directed towards the war. This priority has not changed for them. Therefore, every limitation we impose on their ability to export oil is justified. If Russia is ready to stop strikes on our energy sector, we will be prepared to respond in kind. This proposal has been communicated to the Russian side through American intermediaries.”

At the end of March, Reuters reported that at least 40% of Russia’s oil export capacity had been incapacitated due to Ukrainian drone attacks, tanker seizures, and the shutdown of the Druzhba pipeline. Since the onset of Russia’s full-scale invasion, various facilities within Russia have been targeted by aerial strikes, with oil refineries being frequent targets in 2024 and 2025. Attacks have also occurred on Russian facilities located in occupied territories of Ukraine.

The General Staff of the Armed Forces of Ukraine has confirmed most of these attacks, stating that Ukraine’s defense forces are systematically implementing measures aimed at reducing the combat potential of Russian occupying troops and compelling Russia to cease its armed aggression against Ukraine.

Ukrainian President Zelensky has proposed a conditional halt to strikes on Russian oil infrastructure if Russia ends its attacks on Ukraine's energy sector. This comes amid significant damage to Russia's oil export capabilities due to ongoing Ukrainian military actions.
