This creates a serious dilemma, because a large part of Ukraine’s aircraft, including military aircraft and helicopters, is still composed of Soviet models and is actively used.

As writes UNN, Ukraine inherited a considerable amount of Soviet aviation engineering, which is actively used in the Armed Forces, National Guard, Rescue Services, and for international contracts. Due to wear and tear, this technique constantly needs repair and upgrade. However, the Ukrainian aviation legislation requires the reconciliation of such work with the manufacturer or the availability of current technical documentation. Most manufacturers of these aircraft are Russian enterprises with which all contacts were torn after the start of a full -scale invasion.

Ukraine cannot abandon the Soviet aviation engine, as it remains an important part of aviation forces even against the background of the supply of Western aircraft. The Commander of the Army Aviation of the Armed Forces Colonel Pavel Bardakov noted that Ukraine simultaneously develops new samples and repairs and modernizes the available Soviet equipment.

The State Aviation Service of Ukraine (DASU) and the Main Directorate of the State Aviation of Ukraine (Gudau) should solve this problem by selecting one of the three options provided for in the Air Code of Ukraine:

  • Complete Termination and Services: This option is a critical risk as it will decommissioner, which performs important combat missions.

  • The state takes responsibility for itself: DASU can grant their own maintenance to companies. It looks like the most flexible and optimal approach that allows you to keep the equipment in working order and avoid dependence on the manufacturer.

  • Definition of one responsible organization: This option involves granting exclusive right to one organization for all service and modernization work. It is at risk of market monopolization and can adversely affect the quality of service and competition.

The situation remains uncertain. Experts say that most Ukrainian air parking requires specific accessories that are often limited or lost. Without clear steps from the state and legislative permission to import old components from third countries, Ukraine will risk not only the loss of aviation infrastructure but also experts.

We will remind, Western partners handed over to Ukraine a lot of Soviet aviation engineers – helicopters and fighters, which they would have to get in theory of Russia. But this fact is constantly indignant.
