Ukraine hit the “shadow fleet” of the Russian Federation, with 656 vessels under sanctions

Ukraine introduced the largest package of sanctions in its history against the Russian “shadow fleet”. 656 sea vessels, which Russia used to circumvent international sanctions and export energy carriers, fell under the restrictions. The corresponding decree was signed by President Volodymyr Zelenskyi.

These ships operated in the Black, Red and Baltic seas and helped Russia circumvent restrictions imposed by the EU, G7 countries and other partners. Through them, the Russian Federation exported oil, oil products and liquefied gas.

To conceal their activities, ship crews disabled automatic identification systems, changed routes and used schemes that masked the real owners and origin of the cargo.

Flags are a separate problem. Sanctioned ships flew under the flags of more than 50 countries, most often – Gambia, Sierra Leone, Panama and Cameroon. Ukraine will transfer all information collected to these states and work with them to stop issuing licenses to such vessels. “This is the largest sanctions package ever applied to Russia’s shadow fleet,” the President’s Office emphasized.

Kyiv also plans to synchronize these sanctions with partners so that they operate not only in Ukrainian jurisdiction. Some of the vessels are already under the restrictions of the USA, Great Britain, the European Union, Canada, Australia and New Zealand.

In addition, Ukraine will continue its work to completely prohibit the provision of maritime services to vessels involved in the export of Russian energy carriers. It is about insurance, maintenance, refueling and other key services.
