Ukraine has improved its position in the annual ranking of the world’s economic freedom from Fraser Institute by climbing 143 place From the 150th, despite the conditions of a full-scale war.
This is evidenced by the rating of Economic Freedom of the World 2025 by Fraser Institute.
The rating evaluates economic freedom by five criteria. According to data for 2023, Ukraine showed ambiguous results:
- Government size: Decrease (128th place)
- Legal system and property rights: slight decline (108th place)
- Access to reliable money: significant growth (143 place)
- Freedom of international trade: Decrease (132th place)
- Regulation of business and labor market: Decrease (150th place)
The research authors point out that armed conflicts adversely affect economic freedom as they lead to increased centralization of the economy and limiting economic opportunities. The report states that militarized conflicts are often associated with low level of economic freedom.
In the world ranking leaders remain Hong Kong, Singapore, New Zealand, Switzerland and USA. Venezuela, Zimbabwe, Sudan, Algeria, Iran and Myanmar take the lowest positions. In general, the average level of economic freedom in the world is declining for the fourth year in a row.
In 2022, Ukraine dropped from 127 to 130th place in the rating of economic freedom, which was made by Heritage Foundation. The overall grade of Ukraine has deteriorated from 56.2 to 54.1 out of 100 possible.
In 2020, Ukraine rose to seven positions from 138 to 131 place in the rating “Economic Freedom in the World – 2020”, but still remains the only European country in the most economically free group.
