More than 3.3 million euros (about 163 million UAH) will go to the state budget from the French company, which is relevant to the corruption case regarding SE “Polygraph Combine Ukraine”. It is the first in the history of anti -corruption bodies compensation that a foreign entity will pay.

The agreement with the company was concluded by the National Financial Prosecutor’s Office of France on July 8, and on September 3 it was approved by the court in Paris. The investigation of NABU and SAP found that the polygraph plant purchased materials from the French company at inflated prices through Estonian gasket, and the former director of a state-owned enterprise received an undue benefit in the form of copyright for the design of protective elements of documents.
In general, the proceedings were reported suspicion to eight persons. It is known that the exterior of SE “Polygraph Combine“ Ukraine ”was suspected due to the scheme of receipt of profits from the use of state symbols.
The scheme applies to copyright on design elements (stylized trident and map of Ukraine) in foreign passports, ID cards, etc. At one time, these protective elements were developed by the French company. She used them in the production of holograms for Ukrainian documents. In exchange for this, the company was able to supply its products to the state enterprise.
According to the investigation, the ex -director of SE “Polygraph Combine“ Ukraine ”demanded that the French company re -register these copyrights to the Estonian company controlled by him. Yes, the Estonian firm received royalties for the use of protective design, even after being released by an official.
