Sanctions envisage the blocking of assets – temporary deprivation of the right to use and dispose of assets that directly or indirectly belong to an individual or legal entity, complete termination of trade operations, complete termination of transit of resources, flights and transportation by the territory participation in the privatization or lease of state property.

In 2023, Russia exported € 3 billion metal products to the EU, and the Russian NLMC, which supplies metallurgical slaves to the EU, is at the same time a monopoly manufacturer of special electrotechnical steel, which is critical for the Russian defense industry.
On May 1, President Volodymyr Zelensky entered into force the decision of the National Security and Defense Council of Ukraine (NSDC) of May 1, 2025 “On the use of personal special economic and other restrictive measures (sanctions)”.
