Ukraine and Russia Prepare for New Prisoner Exchange Negotiations

The head of the Ukrainian President’s Office, Kyrylo Budanov, has expressed optimism about a potential new prisoner exchange between Ukraine and Russia, expected to take place within the week. In an interview with the public broadcaster Suspilne on February 23, Budanov indicated that significant progress is being made in negotiations.

Budanov did not disclose specific numbers but mentioned that the upcoming exchange would involve a larger group than previous ones. He suggested that discussions might occur around February 26-27, with territorial issues remaining a focal point of the talks.

In the context of ongoing tensions, Russia continues to assert its claim over the Donbas region, complicating the negotiation landscape. The recent history of prisoner exchanges highlights the challenges both nations face in reaching agreements amidst the broader conflict.

On February 5, Ukraine successfully executed its 71st prisoner exchange with Russia, bringing home 157 individuals, including both military personnel and civilians. This marked the first exchange of 2026, with the Ukrainian coordination headquarters reporting the release of 150 soldiers and seven civilians from Russian captivity.
