U.S. Warns Ukraine on Attacks Affecting Investments Amid Rising Tensions

In late 2025, the U.S. State Department informed Ukraine that its strikes on a Russian oil facility in Novorossiysk had repercussions for American investments made through Kazakhstan. This revelation came from Ukrainian Ambassador to the U.S. Olga Stefanishyna during a briefing marking the fourth anniversary of Russia’s full-scale invasion on February 24.

Stefanishyna stated, “We have heard that Ukrainian attacks on Novorossiysk have impacted some American investments that are being made through Kazakhstan. We were advised by the State Department to refrain from, you know, attacks on American interests.” CNN reached out to the State Department for comments but has yet to receive a response.

Chevron, a major American company, holds a significant stake in the Caspian Pipeline Consortium (CPC), which transports oil from Kazakhstan to the Black Sea for export.

On November 30, 2025, Kazakhstan’s Ministry of Foreign Affairs expressed its protest regarding the attack on CPC infrastructure in the Novorossiysk maritime port area. The assault, involving maritime drones on the night of November 29, reportedly disabled one of the docks, severely disrupting oil transport from Kazakhstan to Novorossiysk, where it is loaded onto tankers.

In response, Ukraine acknowledged Kazakhstan’s concerns regarding the CPC infrastructure. The Ukrainian Foreign Ministry stated, “No actions by the Ukrainian side are directed against the Republic of Kazakhstan or any other third parties—Ukraine’s efforts are focused on repelling full-scale Russian aggression in line with Article 51 of the UN Charter on the right to self-defense. Through calculated and strategically justified defensive operations, the Ukrainian Defense Forces systematically weaken the military-industrial potential of the aggressor and deprive it of means to conduct its criminal war and kill our people—Ukraine retaliates against the aggressor’s strikes and attacks.”

The CPC is a significant international project involving Kazakhstan, Russia, and leading global oil companies, stretching approximately 1,500 kilometers. It primarily transports oil from Western Kazakhstan and Russia. Russia owns 24% of the CPC shares, while Kazakhstan holds 19%. Other significant and minor stakes are held by several major Western oil companies, as reported by Radio Azattyk.

The U.S. State Department has warned Ukraine that its military actions in Novorossiysk are impacting American investments linked to Kazakhstan. This comes amid rising tensions and concerns from Kazakhstan regarding damage to the Caspian Pipeline Consortium.
