This year, the UN will pay $2.3 billion to more than four million Ukrainians

On January 13, 2026, the United Nations together with its partners officially presented the Humanitarian Needs and Response Plan for Ukraine for 2026 in Kyiv.

As Ukrinform writes, according to the document, the total number of Ukrainians who will need humanitarian assistance during the year is estimated at 10.8 million people. Due to limited resources and complex security logistics, international organizations plan to focus their efforts on supporting the 4.1 million most vulnerable citizens, for which they need to attract 2.3 billion US dollars from international donors.

The UN Humanitarian Coordinator in Ukraine Matias Shmale emphasized that the response strategy in 2026 is based on four key priorities. The first direction concerns the provision of multisectoral assistance to people who remain in front-line communities under constant shelling from the Russian Federation. The second priority involves supporting evacuation measures and meeting the needs of newly displaced persons in transit centers and places of temporary residence. The third block of questions is devoted to the emergency response to the consequences of missile and drone attacks on civilian infrastructure, and the fourth is to the protection of rights and the provision of social services to risk groups, including the elderly and persons with disabilities.

The 2026 plan takes into account the critical challenges of the winter period, when massive Russian attacks on the energy system cause long interruptions in heating and water supply. The UN coordinates its activities with the government of Ukraine so that international aid complements state programs and does not duplicate payments. Special attention is paid to the border areas of Sumy region and Chernihiv region, where the intensity of shelling has increased significantly, which requires rapid response of mobile brigades and uninterrupted supply of food and medicine.

Earlier it was reported that the UN is preparing a new one-time monetary aid in Ukraine. It is intended for residents of the frontline regions for the purchase of solid stove fuel and will amount to 19,400 hryvnias per household in the 2025-2026 season.

Cash payments from the UN for displaced persons and war victims have started in Ukraine. The allowance is UAH 10,800 for three months, UAH 3,600 per month.
