According to the agency, chronic underfunding of housing and communal services, worn-out networks and lack of repairs lead to mass accidents and interruptions with heat, water and electricity supply. The situation is complicated by the fact that a significant part of budget funds is directed to military needs, leaving civilian infrastructure without adequate support.
Russia’s dilapidated heating grids, lack of planned modernization and chronic underfunding have led to breakdowns that were once resolved in hours now lasting weeks, leaving people without heat in the bitter cold, intelligence reports say.
One of the numerous examples is the village of Atamanovka in the Trans-Baikal region, where about five thousand people, including hundreds of children, have been without heating for more than a week.
The first breakthroughs of the heating line occurred on December 30, but the accidents continue one after the other, the temperature in the apartments has dropped to almost zero when the temperature outside is -25°C, and people are forced to live in winter clothes. Schools and kindergartens are closed, the heating points provided by the local authorities have turned out to be cold and practically unusable.
Officials traditionally limit themselves to promises and demonstration meetings, but the problem is much deeper: the utility system of the Russian Federation has not been modernized for decades.
Rosstat has already recognized that a third of heating networks are in critical condition. At the same time, in various regions of the country – from Siberia to the central regions – already at the beginning of the year, a series of mass accidents on heating lines were recorded, when whole areas were left without heat.
The SZR noted that an additional blow to the industry was a sharp reduction in housing and communal services funding. The Kremlin has cut the budget for public infrastructure more than half in a few years.
“If trillions of rubles are spent on the war, then the heating network only has funds for patching holes, and not for full-fledged replacement of worn out systems,” added the intelligence.
Intelligence reports that the industry of the Russian Federation entered stagnation.
