In Ukraine, the number of preferential categories of citizens has increased so much that it actually negates the very principle of priority service.
This was announced by volunteer Oksana Hovera on Facebook.
“I think it’s time to revise the contracts of the public offer. We are reaching a tipping point where most people will be eligible for overtime or discounted service. I can’t even imagine what to do with it, but we definitely need new social mechanisms or tools for interaction,” the volunteer said.
According to Hoover, the current list of categories of citizens with benefits covers almost all key groups affected by war and extraordinary circumstances. Among them are persons with disabilities as a result of the war, participants in hostilities, family members of the dead, Chernobyl residents, participants of the Revolution of Dignity, large families, persons with disabilities, pensioners, orphans, as well as internally displaced persons in certain types of services.
“A structural shift is taking place in Ukraine, when the share of the population entitled to emergency or preferential service ceases to be a “minority – a vulnerable group” and approaches “half of the population – a new social norm,” the author of the post added.
The volunteer explained that this is a natural consequence of the long war, the increase in the number of veterans, wounded and disabled people, as well as the increase in the number of family members of the dead.
“In the classic model of social policy, benefits are calculated for 1-2% of the population, a maximum of 5-7%. When 20-30% or more become beneficiaries, the very logic of “priority” ceases to work,” Oksana Govera stressed.
“Public offers of medical institutions, transport, banks, state services and businesses may turn out to be unadapted. They are designed for a different proportion of the population. All of this will create tension between groups (veterans vs civilians, ultimately: veteran vs mother of many), create unpredictable costs for services that cannot deliver on promises, and degrade the quality of services for everyone, including those who really need them immediately,” she added.
According to Govera, the country is entering a phase where the Soviet-style benefits system is becoming dysfunctional.
“The beneficiary ceases to be an exception and becomes the core of society. Therefore, the problem must be solved in advance and in the legislative field,” the volunteer emphasized.
Most of the participants in the discussion agree that the abolition of benefits is impossible and will lead to public tension. Some propose a fair distribution to separate those who have really given their health and life for the country from those who do not, others – new social mechanisms or contracts that would take into account the contribution of veterans to society, for example, through political or social rights.
