The Verkhovna Rada adopted a law on compensation for destroyed or damaged property located in the territories of active hostilities or temporarily occupied by the Russian Federation.
This was announced by People’s Deputy Yaroslav Zheleznyak in Telegram.
Project No. 11161 was supported by 292 deputies in the second reading.
The law provides for changes in the procedure for receiving compensation for destroyed or damaged real estate objects for IDPs who have moved from the territories of active hostilities or occupied by the Russian Federation.
In particular, the law:
- equates damaged objects of immovable property, territories of active hostilities or the occupied Russian Federation to those destroyed due to the impossibility of recording the damage and ensures the provision of compensation,
- cancels the procedures for surveying destroyed or damaged real estate located in the territories included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation
The authors of the project noted that after the beginning of the full-scale war of the Russian Federation against Ukraine on February 24, 2022, 4.9 million internally displaced persons were forced to move to new communities. As a result of hostilities and temporary occupation, they lost their property, in particular real estate.
“Unlike residents of de-occupied territories, IDPs from territories included in the list of territories where active hostilities are being waged or temporarily occupied by the Russian Federation do not have the opportunity to prove the fact of destruction or damage to their real estate, without such a procedure there is no possibility to count on further compensation of his property,” says the explanatory note to the project.
More than 70,000 families have already received compensation for damaged housing and almost 5,000 applicants have received housing certificates for the purchase of a new one under the program “eVidnovnelnya”.
It will be recalled that almost 7 billion hryvnias were additionally allocated for the payment of compensations agreed under the “eRecovery” program. Most of this sum will be received by the owners of the destroyed houses – more than UAH 4 billion, the rest – will be spent on compensation for housing repairs.
